The pollution problem of pharmaceutical intermediate enterprises is prominent, and all departments

[Editorial Viewpoint of China Pharmaceutical Network] According to the unified deployment of the Ministry of Environmental Protection, on February 15, 18 special inspection teams for air quality in the first quarter of 2017 were all stationed in 18 cities in Beijing-Tianjin-Hebei and surrounding areas. At present, the main problems found by the special supervision team of the Ministry of Environmental Protection include that the pressure transmission in Shijiazhuang is not in place, and the county-level government is still dominated by the personnel of the Environmental Protection Bureau in implementing the emergency plan for heavily polluted weather, and the participation of other departments is not high. The small and medium-sized enterprises producing pharmaceutical intermediates in Shijiazhuang are seriously polluted.

High profit of pharmaceutical intermediates

The disorderly competition in the industry is increasingly fierce

The so-called pharmaceutical intermediates are actually some chemical raw materials or chemical products used in the process of pharmaceutical synthesis. This chemical product can be produced in ordinary chemical plants without a drug production license, and can be used for drug synthesis as long as it reaches some level.

It is understood that after years of development, the chemical raw materials and intermediates needed for pharmaceutical production in China can basically be matched, and only a small part needs to be imported. Moreover, due to China's relatively rich resources and low prices of raw materials, many intermediates have been exported in large quantities.

Looking at the whole industry, most of the pharmaceutical intermediates manufacturing enterprises in China are private enterprises with flexible operation and small investment scale. With the increasing attention paid by the state to environmental protection, the pressure on manufacturing enterprises to build environmental protection treatment facilities is increasing, which forces enterprises to continuously develop new products or improve production processes in order to maintain high production profits.

Moreover, because the production profit of pharmaceutical intermediates is higher than that of chemical products, and their production processes are basically the same, more and more small chemical enterprises have joined in the production of pharmaceutical intermediates, resulting in increasingly fierce disordered competition in the industry. In front of interests, many manufacturers bury "green", which also causes a lot of industrial pollution.

Facing the pressure of environmental protection

All departments need to work together

According to Xue Xinli, director of the Tianjin Municipal Development and Reform Commission, the current goal is to continuously strengthen the cooperation of the three places in air pollution control, uniformly implement the regional heavy pollution weather warning standards, strengthen the linkage of environmental law enforcement and emergency response, jointly carry out environmental law enforcement supervision and inspection, and coordinate the investigation and punishment of cross-border environmental violations.

Relevant departments should fully cooperate with the progress of pollution control. As a part of the pollution source, small and medium-sized enterprises of pharmaceutical intermediates must also fully cooperate with the environmental law enforcement department to pay attention to the pollution problem, lay aside the immediate interests and take the path of sustainable development.

The pharmaceutical industry is not only an industry with high risk, high investment, high technology and high return, but also an industry with heavy tasks of environmental protection, energy conservation and emission reduction in China. Since entering the 21st century, China's pharmaceutical industry has maintained a rapid development rate. In the face of environmental pressure, pharmaceutical enterprises need to improve environmental protection technology and follow the concept of green production, rather than blindly engage in production and evade environmental protection principles.

Summary:

In general, the task of pollution control in China is still very difficult. Small and scattered pollution enterprises exist in different degrees, and the number of "hard bones" that are difficult to chew will not be reduced. At the same time, we should also see that the pollution problem is not formed in a short time. It cannot be solved overnight and overnight. It needs a relatively long process. From the current situation, all departments of our country must work together to make solid progress, step by step, and contribute for a long time. As long as we firmly promote the prevention and control of air pollution, we will one day get out of the "haze day".
